# 기준선 평가

이 방법론의 기준선 시나리오는 [생태계를 범주화하고](/methodology/savimbo-indicator-species-biodiversity-method-ko/baseline-assessment/baseline-ecosystem-categorization.md), [생물다양성 풍부도를 추정하며](/methodology/savimbo-indicator-species-biodiversity-method-ko/baseline-assessment/baseline-biodiversity-optional.md), 그리고 [생물다양성 손실의 위협을 추정하는 것으로 구성됩니다](/methodology/savimbo-indicator-species-biodiversity-method-ko/baseline-assessment/baseline-risk-of-biodiversity-loss.md). 프로젝트는 최신 데이터로 기준선 시나리오를 5년마다 한 번씩 갱신해야 하며 [산정값은](/methodology/savimbo-indicator-species-biodiversity-method-ko/calculation/value-calculations.md) 그 결과 변경될 수 있습니다.

ISBM에서는 탄소 프로젝트와 달리, VBC 산정이 예측된 프로젝트 시나리오를 기준으로 하는 예측된 기준선 시나리오에서 이루어지지 않습니다 [(Pollock et al., 2020)](https://sciwheel.com/work/citation?ids=10899578\&pre=\&suf=\&sa=0). 오히려 이 방법론은 IP 및 LC에 대한 직접 시장 접근을 위해 단순화되어 있습니다. 다시 말해, 이는 복원 또는 개선이 필요한 지역이 아니라 교란되거나 훼손될 위협에 처한 지역입니다. 이를 변경하는 것이 아니라 그대로 보전하는 것이 이러한 프로젝트의 적절한 결과입니다. ISBM 기준선 시나리오는 모든 공개적으로 이용 가능한 출처를 바탕으로 BCP의 온전한 생태계에 대한 전 지구적 가치와 그에 대한 위협을 설정합니다. 이후 BCP 프로젝트 시나리오는 해당 온전한 생태계를 위한 크레딧 발급 대상 구역을 설정합니다. 

이러한 맥락에서 역사 자료와 예측 자료는 유용하지만, 생물다양성이 풍부한 지역에서 연구재원과 현지 조사 연구자에 대한 접근이 부족하여 IP 및 LC 주도 프로젝트에 대해 확보가 지나치게 어렵고 배타적일 수 있으므로 필수는 아닙니다([부록 C](/methodology/savimbo-indicator-species-biodiversity-method-ko/appendices/c.md)). 

완전한 정량화에 앞서 보전의 필요성이 요구되므로, 기준선 자료가 없는 경우에는 IUCN 적색목록 생태계와 같이 지리적으로 분포된 데이터 등 외부 기준을 대리 지표로 활용할 수 있습니다. 다만, 갱신된 데이터를 반영하기 위해 기준선 시나리오는 5년마다 재검증되어야 합니다.
