이 방법론은 지표종 모니터링에 의존하는 BCP를 수립하려는 공법인 또는 사법인, 공공 또는 민간의 어떠한 주체에도 적용할 수 있습니다. ISBM은 생물다양성 보전 프로젝트가 결과기반지급 또는 이와 유사한 보상에 적격하도록 하며, 자발적 프로젝트의 틀에서 국제적 감축에 기여할 수 있도록 합니다.&#x20;

이 방법론은 생물다양성에 관한 협약([생물다양성에 관한 협약 n.d.](https://observatoriop10.cepal.org/en/treaty/convention-biological-diversity))을 비준한 국가에 위치한 ISBM 프로젝트에 적용할 수 있습니다. 프로젝트는 지역 규정 및 국가 생물다양성 전략 및 행동계획([UNDP 2023](https://www.undp.org/press-releases/nbsap-forum-20-launched-support-action-and-collaboration-nature))에 부합하여야 합니다. 그러나 다른 국가에서는 허가를 받아 적용할 수 있습니다.&#x20;

이 방법론은 프로젝트가 NBSAP와 중첩되는 상황에 있거나 그렇지 않은 경우에도 적용할 수 있습니다. 중첩 시나리오에서는 ISBM 기준선 시나리오, 프로젝트 시나리오 및 NBSAP 간의 일관된 모니터링을 가능하게 합니다.

이 방법론이 포괄하는 CBD 활동([Norden et al. 2015](https://www.pnas.org/doi/full/10.1073/pnas.1500403112))은 다음과 같습니다:&#x20;

* 생물다양성 보전은 포획 또는 서식지 상실로 인해 훼손되었을 수 있는 온전한 생물다양성 생태계의 유지에 해당하며, IUCN 위협종 또는 국내 또는 국제 기준상 IUCN 위협 서식지를 포함하는 기준선 시나리오에서 결과 기간 동안 완전한 무결성이 나타나는 총 헥타르 수에 근거하여 부여됩니다.&#x20;

이 방법론의 범위는 단순성과 신속한 배치를 위해 설계되었습니다. 방법론의 첫 번째 버전에는 보전 활동만 포함됩니다. 향후 버전에는 CBD 하의 복원, 서식지 관리 또는 기후변화 관련 활동이 포함될 가능성이 높습니다.
