# 实施计划

本方法学适用于具有完整生物多样性的韧性生态系统，此类生态系统在无干预或缺乏财务额外性情况下面临生物多样性丧失威胁。项目应通过赋能原住民和当地社区成为生态系统的守护者，并部署依赖传统狩猎采集生计方式的工作人员开展森林保护和指示物种监测，从而证明其维护特有生物多样性的能力。

各项项目活动必须由项目开发方负责，并在适用情况下符合认证标准。 

实施计划已作有意简化，因为项目的主要数据不是计划，而是成果。在可能情况下，BCPs应对以下内容作出清晰说明：

* 利益相关方关系与分析 
* 在现有监测设备条件下的技术可行性
* 监测相关的财务可行性与成本
* 管辖边界内的法律可行性
* 风险与不确定性
* 能力与专长，包括原住民和当地社区代表性 
* 治理，包括原住民和当地社区代表性
