# 财务透明

许多生态信用项目在实施过程中，未纳入原住民（IP）或当地社区（LC），亦未与其分享收益。就生物多样性而言，将原住民和当地社区排除在外，直接损害项目成效，因为若其生计问题得不到解决，这些利益相关方最可能参与捕猎活动。 

本方法学不在于强制实现财务公平。全球范围内，针对原住民和当地社区已采取许多隐性及非隐性的做法，并产生连锁经济影响——而且，由于缺乏设备或科学训练，许多原住民和当地社区将难以从零建立项目。 

尽管我们希望所阐述的方法能够为原住民和当地社区在生物多样性信用方面提供平等、甚至更具优势的竞争条件，但一些项目在进入信用核证时不可避免地会存在边缘性的财务做法。我们通过允许签订一年期合同，降低了原住民和当地社区面临的风险，使其能够寻求所能找到的最佳商业伙伴。我们期望，财务透明度将向买方揭示任何不当做法，市场亦将与我们一道，奖励更为公平的项目。  

在土地所有者或BCP项目开发者与原住民或当地社区不一致的情况下，BCP必须明确界定这些群体，以及VBCs收益如何、何时、以及按何种比例分配给这些社区。  

VBCs的价值将由市场决定，需要支付给不同方的比例亦将由市场决定。ISBM不制定指南，而是要求充分透明披露不同层级的报酬机制及金额。尽管不同类型的权利持有人可能获得不同报酬，但在保护行动中，他们对其他各方的报酬均享有充分透明度。 

本方法学有权要求项目就以下四项内容作出完整披露： 

* 实施BCP的公司由原住民和／或当地社区持有多少股权
* 生物多样性信用出售收入中有多少分配给原住民和／或当地社区，以及以何种形式分配（信用核证前或后，净额或总额）
* 项目实施费用中有多少由原住民或当地社区承担
* 项目雇用人员中原住民和／或当地社区所占比例，以及项目人员薪酬中有多少支付给原住民和／或当地社区
