# 有效参与

本方法学由原住民和当地社区撰写，并面向原住民和当地社区，其影响与这一重点直接相关。 

ISBM已历时一年共同开发，由生物学家、保护工作者以及居住在普图马约亚马逊地区的原住民小农户、技术人员等开展现场协作，参与者超过五 [原住民群体](https://www.savimbo.com/indigenous) （Kamëntsá、Cofan、Pasto、Emberá Chami 和 Inga）。这些群体中的每一个都对其相关性作出了关键贡献（见详细说明于 [附录H](/methodology/zh-cn/fu-lu/fu-luhyuan-zhu-min-zuo-zhe.md)). 

要真正保护生物多样性热点和功能性热带雨林，需要与原住民和当地社区开展大量工作，并尊重在时间观念和信任方面的文化差异  [（Stewart and Gosling et al.，2021）](https://sciwheel.com/work/citation?ids=14951058\&pre=\&suf=\&sa=0)。过于复杂或在结构上具有排他性的方法学，可能因无意中为腐败行为或个人提供资金而对原住民和当地社区造成损害。但更重要的是，它们实际上并无效果，因为最了解如何保护这些物种的人，恰恰是在旨在实现这一效果的市场中最少被咨询的人。

自由、事先和知情同意（FPIC）是一项必须始终得到尊重的权利和要求，不应仅被表述为“FPIC程序”。这要求原住民能够决定是否以及如何接受协商，能够有效参与决策，并有权给予或拒绝其自由、事先和知情同意。关于FPIC关键要素的更详细说明见附件H；该附件并不穷尽，应结合BCP项目地点及参与社区情况加以调整。 

请注意，IEP必须按照附件I所述，通过实地核查（ground-truthing）对自由、事先和知情同意进行核证。仅在文件上具备，或仅在标准中规定而缺乏详细实施指引，并不足够。

ISBM由原住民和当地社区设计并面向原住民和当地社区。如果BCP项目并非由原住民或当地社区实施和／或管理，则必须具备一项有效参与议定书，其中包括：

* **利益相关方图谱**以及与BCP活动相关、与该地区决策有关的治理结构或机构和领导人的制度图谱。
* **与当地治理结构达成协商一致的决策。** 任何FPIC程序均应提供清晰信息，包括任何活动的性质、规模、速度、可逆性和范围，以及可能的风险、收益等。
* **FPIC程序图谱** 包括BCP决策会议时间表。
* **冲突管理议定书** 包括对请愿、投诉、索赔和请求及其可追溯性的处理，
* **同意文件**由当地社区代表方签署，以推动BCP发展。在此情况下，社区代表性至少通过与当地治理结构的明确一致意见并由其指定代表（们）体现。
